There are a lot of low income projects in New York. Rent controlled apartments and rent stabilized apartments as well.
City is full of retirees and people who are disabled and depend on mass transit because they can't drive.
Moreover, not all of the city is Manhattan.
Even if they can't live in the city, low-income people might want to visit the city, or commute there for work.
