I'm not sure. It might take a lot. Even if they introduce passport verification for internet access and for every website you access, I think people will find a way around it and for example just move to an anonymous network like something on this list

Not great, but the least of our problems. Probably the oceans will be free of fish by 2040, the way things are going. That radioactivity might just mutate some things to survive, but I kinda doubt it.

as we reach that point we also will have made the roads so oriented around cycling, walking and public transit that FUCK that cars will be the least desirable option. See cities with big metros like NYC, London and Tokyo if you need more evidence that this works; the car part of the city is chock full, and the public side of transport is favoured by more(?) people
That does actually make sense. Making it so that cars are the worst option, could actually even stop the worst of our kind from even wanting to drive them in cities and towns. Villages might be more difficult, I imagine.

Idk about other place, but here vehicle used for businesses(trades, transports) must registered as such and labelled as such, so it's clear what business own the vehicle.
The problem is that rich people can (and do) register their belongs for "company use". Open a roofing company, buy luxury cars with company then say everything is for work, tada... It could cost them lots, but they might even find a way to deduct it from the tax, which I bet they already do.
You believe in restricting for certain places e.g around schools, I believe in restricting them country-wide.

No idea where you are nor which phone you have, but maybe it's time to install an Android alternative OS (not sure what to call it) like GrapheneOS, LineageOS, or eOS. From what I understand they don't allow this kind of shit.
