If you kill them, they'll try to spin it as justification for war. This can be mitigated. Might blow back on the administration anyway.

If you let them keep going, they'll see you as weak and try to invade. There's apparently a munitions shortage, so that could get pretty interesting.

If you try to stop them without killing them, you're so fucking fucked. They'll never stop coming, and it will become a weird racist/nationalist thing with lots of conspiracies. Peace will become domestically costly for any us admin to do. The dead are easier than the imprisoned.
