Regardless, it's pretty specific on a lot of things like "Thou Shalt Not Kill". There's no caveats to that, like it's okay if you tell someone else or an autonomous drone to kill it's not your problem when they do it, or you can totally murder people if they might be doing something you think is bad. An elected official speaking like this to the public means they’ve completely lost their fear of repercussions. They’ve lost their fear of public backlash, of public perception. They’ve lost their fear of being voted out.
It means that in his mind there’s nothing to fear. He thinks he’s untouchable. He’s above you and everything you think and do. He’s your ruler and you’re his subject.

I sometimes dream about a system in which everyone still gets to vote, but depending on how you score on a test that tests for both knowledge, empathy and intelligence, your vote is counted higher, while those that score lower have theirs weighted less. Politicians are tested as well, and if it is evident that they have too many traits of sociopaths, they are disqualified.
Eh. We don’t need to restrict people’s voting, we just need to start valuing empathy as a society. It’s really both that simple and impossible.

According to the Geneva conventions (which the US is a party to), the prospective war criminal's state basically gets first dibs to prosecute their own war criminals. What this means is they can be game the system and be incredibly lenient - they just need to keep the appearance of impartiality.
A real alternative is another party stepping up. Historically that was the other side of the war, but today most likely an international org.
