For many characters the race does not matter - luckily - because they experience stuff everyone can experience. I think it is logical to change "unimportant" aspects of a character, if it helps production.
Depends on how invested people are. There are fans of everything. In How to train your dragon their vikings and astride is blonde in the books. Now did they handle it well in the live action yep I think they did. They through a scene in their saying we are not just vikings but people from other kingdoms gathered to fight the dragons paraphrasing obviously. But I thought that was a good node to the fans saying yes it's your story but we tweaked it. And fiction compared to reality I mean BBC casted a black women as one of their queens.

My "problem" with race swapping is it is always said they fit the part the best or something like that, then how come it's always a white character to usually a POC? Mackey gets fired, and joins ICE to do the same. The conclusion they come to after they get invited to Mar-A-Lago is that they need to get out of that shit, and it wasn't a good idea in the first place.

Personally, I'm not sure I would really consider making fun of someone's cosmetic surgery to be the same as making fun of their looks. Like yes, technically, it is, but it's really just making fun of their personal choices.
Making fun of someone for their genetics is a dick move. But compulsive plastic surgery isn't genetics, it's a voluntary personal choice based on insecurity and vanity (obviously excluding medically recommended plastic surgery, like for severe burns, cleft lip, etc). That's fair game, as far as I'm concerned.

It's much more likely to be indicative of a mental health issue, even if it's just anxiety. Insecurity around how one looks it's usually related to unrealistic societal pressures and bullshit public "standards" as to what qualifies as beautiful.
This usually occurs to women much worse than men and is often directly tied to their "value".
It's easy to see someone fuck their shit up with plastic surgery and go "haha, that's your choice", but, in general, our modern western society is hyper individualistic, where people's difficulties are said to be personal failings. Whereas as a socially evolved species, it's much more tied to our peers and culture than people either realise, or want to admit.

I didn't watch the episode, but I did watch a lot of scenes that other people have posted, and I suspect that includes most, if not all, of the scenes where they portray Kristi Noem.
NOT ONCE did they make fun of the way she looks in any part that I saw. Maybe I missed it, like it was in a different part, but I'm sure that she's referring to the same scenes that I saw. I can't imagine that she actually sat down and watched the episode. The only thing they said about her looks was when Mr. Mackey said something like "She looks nice."
It is obvious that Noem has had many cosmetic procedures. I don't think she denies it. The botox is obvious. South Park did make extensive fun of all the cosmetic procedures and botox she's had, but not about the way that she looked before or after the procedures.
