Ireland would be in the top 10 (if such an index were to exist) as we're currently sitting around #4 in the Human Freedom Index. But we're militarily neutral, and far more experienced in peace keeping rather than strategic military conflict.
So we'd sit that one out.

Seriously, it'd be better for everyone if there was a solid majority for it, rather than a thin margin. And they obviously have concerns. So either we address those concerns to add a new member or they re-evaluate. I don't think either are ideal.
I also think that for something as significant as joining (or leaving) that a majorty of at least 60% should be the trigger, not 50.1% or whatever. But that's not how democracy works either.
