Why does PayPal refuse to allow tourists on registering a new foreign account whilst in their travel destination?
I mean, you answered it yourself in your second paragraph.
I also fail to see why you would need another account if you're abroad as a tourist

*It really isn't
every project I set up in the last 10 or 15 years was just "composer install" and done. (plus whatever configuration like DB etc you need)
Sure, might need to check what minimum version you need, but backwards compatibility is pretty good, so along a major version you can often just pick the latest
I don't know what weird projects you checked out, but that might just be on them instead of the language

That's the problem. It's not. But on the least 2 episodes they came dangerously close to current techbro taking points. Which can be interpreted as the show suggesting that we are on the same track to sentient AI

Have you ever experienced this before?
As a millennial: all the time
What I did only experience once, was a leaking alkaline battery while in use
Mouse stopped working. Opened it up, only to be greeted with freshly squeezed battery juice dripping out of the battery
Mouse worked fine with new batteries, so no short in there.
Was even high end Duracell
