At present the threat is neutralised by propaganda and manipulation of the law and governing powers but that method is an endless juggling act and not wholly reliable, and there are historical precedents for it failing. The obvious solution is a winnowing of the general population down to numbers that could be managed by security measures but for this an alternative workforce must be found.
