The artist draws the character on the left, Mimi, with spiral eyes as part of her character design. Typically, Mimi is depicted as a bit unhinged and slightly insane, and I believe the eye design is meant to reflect that.
I thought the difference in the top and the bottom image was that her eyes changed, I didn't notice the change in breast size as OP explained. I guess it's also not my kind of humor.
There's a running joke that Mimi is well endowed and her friend isn't.
I believe it signifies chaotic-neutrality.

You never know. I've done this. My sweaters are super thin and would collapse real small. However, if it's more than one maybe it's a problem and there needs to be a little Cindy with a new breathing hole in their head.
Sometimes I do this at college because two of my classmates are terribly chilly.

Honestly tho how the fudge is it 2°C (35°F) outside? I'm not designed for this kind of weather, and it's been sub-10 for what feels like ages now. Our Australian jackets are designed for mildly stiff breezes, not actual coldness
