That's because the format is different.
The data used in the original has very little information it needed because the system it ran on had very little it could do. Now, you need to specify more to get it to run because the system has more it could do and requires more information.
If your phone had a special emulator on it that ran arcade games emulating the hardware of the 80's, you could have game files that are the same size as back then. But the emulator would take up more space than the converted game by itself.
If you were good at programming, you could probably make the game a bit smaller, but no matter how good you are, you'll never get it to run on a modem system as small as it was in the day.
