I assume you don't have a scrotum to test for yourself, but oddly it wouldn't hurt at all.
The balls are ultra sensitive, but for some reason the scrote itself just laughs in the face of danger. You can pinch the shit out of it and feel nothing. Just pinching random arm skin hurts a lot quicker than pinching the ol ballsack. And stretching? Forget about it. That's the thing's whole job.

Thankfully it is not a law and congress can't change it. It's the 22nd amendment to the constitution and thus would require 3/4 of the states to ratify a change. A coup is more likely.

There is no* energy stored holding it together, just as there is no energy released when splitting a brick from the ground or splitting two magnets.
*The energy stored in the electrical repulsion of the protons is much much less than the energy required to break the strong force bonds amongst the protons and neutrons, so energy is consumed rather than released in a split.

I used to use last.fm religiously. I still love being able to go back and look at what I was listening to, or when I discovered something I still love.
I eventually got too lazy to keep all my listening sources scrobbled, but I miss it.
