No, I believe it's a reference to Queen Marie Antoinette, Queen of France during the French Revolution. She was notorious for a life of decadence (even by monarch standards) while the French population starved.
It's where "let them eat cake" comes from.

Pretty much but less direct. It's generally all grouped together by advertisers as 'problematic content'. It's quite rare for platforms to get very direct feedback so they cast a very wide net.
