How do you share a democracy with those that are opposed to democracy?

The problem that lots of folks don't want to discuss is the servers. Good servers make more money from tips than they would a uniformly higher wage, so they go work places with tips. Places that have implemented no tips and higher wage, have worse service as a result, and tend to struggle.

From a business's standpoint, they probably have to offer a much higher base wage to retain good servers
