Back when I was at school, we had a teacher who noticed everyone drew penises on the walls/tables/whatever. So she started telling people to draw pussies instead, to balance it out. That was a fun teacher.

One possibility, at least for some castings, is that the ladies don’t want to. Ladies know creepy men will harass them till the end of time if they let that out. Male actors don’t have that problem in the same way. If men would stop harassing women in general, there would be a better chance of seeing random topless women in the summer.
Maybe because, by and large, floppy dongs are goofy-looking things that have value in shock comedy while vulvas generally aren't and don't. There seems to be something innately, or at least deeply culturally, confrontational or violating about a penis, like every time one is revealed it should come with a 'haHAAA!' like a melodrama villain, while only the most angry, furriest, and most unkempt of vulvas has anything like that kind of impact.
