Well technically it's a war that America is losing, current tense, not has lost, past tense. It's a technicality, sure, but we all know how much of a stickler Trump is for accuracy and precision.

Specifically so they could avoid the 60 day deadline that requires congress to vote on special military action, and either pull troops out or properly declare war.
