Oh yeah. I used to get 2 or 3 of those every Sunday afternoon. I got used to it and eventually didn't mind as long as they left some real money with it, but the first time you think you're getting $20 and it's just a piece of garbage is a real disappointment.
Do they really think someone's going to want to join their church after getting jerked around like that?
I've seen lots of religious people leave pamphlets, but they've also always left tips. Usually good tips as a way to sell that they're nice and care about you.
Sorry that happened, though can't say I'm surprised to hear it happens more frequently than that one-off example. I feel like it must be common anywhere there's an intersection between low economic opportunity and sanctimonious Christian smugness.
They probably think it's like a cheat code to avoid paying while still somehow earning more good boy points with god.
(Not to say I'm a fan of tip culture either, but that's how waitstaff get paid in the US, and stiffing one person on a tip isn't going to change that.)

Yes, the system is bullshit, but it's nobody's place to decide that their server should work for free because you want to protest.
I'll support change, but until then, tip your servers well. It's a hard job, and they deserve much more respect than most people give them.
It's the greater of $2.13/hr + tips OR minimum wage per hour. So if you filled in for 1 slow hour at a dinor, sold a cup of coffee and only pulled $1.87 in as a tip you aren't getting paid $4 ($2.13 + $1.87). You get at least minimum wage.
Minimum wage varies by state (or City) from $7.25 to $21.65 per hour.
Typically, the City's with high minimum wages also stipulate it to be the minimum rate before tips.
Those cities also tend to be governed by mostly Democrats while the ones under the thumb of the GOP are very happy watching people try to survive on $7.25
Back in the day we used to scan twenty dollar bills just to fuck with friends. Can't do that anymore. It'll dial up the secret service before you can open the file!

It's not just a single story, I think this is relatively common.
I worked as a server for 5 years and I received at least 2 of these fake bills as a tip.
I'm guessing this behavior is somewhat regional; my experience was in the deeply religious midwestern usa.
I even got one of them in germany

If possible, rather than add it to the credit card, tip in cash. Real cash. Safe from wage theft especially if you hand it to them directly.
Most outrageous thing to me as an non-American is, how his boss is allowed to pay him $3 an hour for doing the job.
