I have zero experience with a bow, but with a firearm you shouldn't unless you're using a scope with zoom. If you're using iron sights you should definitely have both eyes open. That would lead me to guess that would be true for a bow.

Is the cuff thing for protection from the arrow grazing the wrist, or is for stability?
It protects from the bow string, I've gotten caught by it before... it's not fun.
