Nevermind there are currently 28 vacant homes for every one person experiencing homelessness in the U.S., many of which are owned not by individuals but by corporate conglomerates that have no incentive to fill them with people, since they’re a tax write-off.

Consider that the federal agencies are now demanding that state agencies provide information on all the people who receive benefits like SNAP, WIC, Housing assistance, HEAP, etc. Families who qualify for SNAP (foodstamps) also qualify for other benefits including higher ed scholarships. These are usually grant monies that the state is allowed to distribute. Now they want more info... because "waste and fraud" - why not trust the states to determine that??? so after the immigrants, they focus on the homeless.. then move on to the poors.
I'd disagree on one point. The reason he started with immigrants is because on a deep level, many people - certainly most of his supporters - are somewhat racist, and are OK with immigrants getting fucked over, deported, or slaughtered.

Plenty of people have died in ICE custody since this started. If you hear from people who have visited and seen the conditions, it's pretty clear why. The camps in Germany were the same: A lot of the deaths weren't "on purpose" but just the natural outcome of conditions so harsh that they can't sustain the basic functions that are necessary for life.
The camps were already running in 1939, probably some people had died "not on purpose" by then. Gerhard Kretschmar was just notable because he was the first one "on purpose."

Medical tech/supplying all their health clinics with oxygen and medically stabilizing medications including vaccines and establishing research facilities; training for healthcare professionals. Then I would move on to education for the young once their nutrition and health is established. This is not hard. It has been done in thousands of civilizations.

My husband works in our local city and sees so many. He admits he has a soft heart and gives them money -- for which his coworkers berate him. Look up One Pace, they cut most of the filler out so that it turns 1k+ into like 600. Highly highly recommend, One Piece is the most rewarding piece of media for sticking with it that I've ever watched.

it's a big ask for anyone so I'd recommend, if they're open to it, reading the manga up until at least the end of the Arlong Park arc. I'd make the argument that's the earliest point to determine whether OP is for you and continue the huge read/watch ahead.
If it is, I'd encourage you to read in sections based on arcs and revisit your personal favourite arcs in the anime. The thing with the anime is it's mostly been weekly (limited budget and fluffing) so until the Wano arc (which has happened recently in it's over 20 years syndication), the animation isn't quite consistent.

A large number of our local homeless are drug addicted or mentally ill or both. We have a State Mental Health Hospital here. Many either leave their group homes or lost benefits in order to remain in some of the rehab facilities.
My son interacts with these people every day. No, he is not a therapist... he works at a state hospital and he sees them on the street and just talks to them, even when they make no sense and are probably hallucinating.
He says.. "It is important to acknowledge an individual's humanity no matter what their mental and economic status. Ignoring them, making them feel they are invisible, just contributes to their mental illness and trauma." Even if you have no money to give them, you can acknowledge them and look at them and shake their hand whether they make any sense to you at all. Positive interactions in a community contributes to the collective mental health.

Based on interviews and polling of the homeless, an estimated 35-45% are people that grew out of the foster care/orphan system. Nearly half of the homeless likely never had a place they could call home.
Child “welfare” in the states is legal human trafficking. Basically no qualifications to run a group home. Lots of kids end up in sex work because it’s better than being at a home.
