I wont be able to help much but here a couple things you can try.

Issue 1:

could be a problem with the steam.desktop file or your taskbar shortcut. Open the file ~/.local/share/applications/steam.desktop and locate the Exec line, try that command in your terminal.

You can also try reinstalling steam.

Issue 2 and 3:

1. Try using GE-Proton
2. I had lot of success with gamemode tool on increasing performance on my older pc.
