My understanding is they're supposed to be green, although ten minutes of web searches didn't turn up any specific reason for this. If it is, it's part of either BS 8599 or the HSE standard, and it's far too early in the day to be reading through standards documents just to prove a point!
(Edit: I realise this is from a UK standpoint... may have misread "NUS" in the OP as "NHS")

A worse time? Home computers thrived, the arcades were packed, bedroom programming was on the rise, the Famicom was released... Other than Atari betting too big on E.T., the industry was in a healthy position.
