And, here on the Gulf, they have no fear! They just peck around. When I was taking photos trying not to annoy them, one walked right up to my wife and kind of looked around to see if she had food. (We know not to.)
It's great for seeing them up close but I feel like a little fear of humans might be healthier for them in the long run.

This isn't anything new or specific to Trump. He can veto this like any other measure and the veto can be overriden With a 2/3 majority vote in Congress. That's how it's always worked.
