I actually did do a little reading and they're just using SVG files. You can probably even import old sprite assets into inkscape. If I get the motivation and make a theme, I'll share it with the world. Lol
I turned on the explosion effect every time a window closes on my desktop. It's a fun bit of whimsy. Time to close a game? KABOOM! Closing Firefox for the day? KABOOM!
Actually, I don’t hate it. I imagine they would be useful in a touch first UI and as snapping handles regardless. They might be a little big as presented but I could actually see this working, especially as titlebar dragging space has been encroached upon by tabs and menus and such.
That's actually a lit idea and I'm going to make note of that for when I eventually launch my comics website which has been delayed multiple years due to competing uses of my and my collaborators' time.
To this day, I really love Windows Phone 7 - 8.1 visual and UX design. Very rectangle, love it. It's the best for mobile IMO. We should go back to when MS can still seem competent enough.

You'll poke your eye out.
Victim number 1
The pillow UI
Be the change you want in the world, there is probably some KDE theming option that'll give you the look you desire.
...oh and I just came to the realization there is probably a way to make a SNES like UI and now it's time to research...
Over five decades on this Earth yet I have never thought of this. What am I doing with my life?

I'm quite happy with my KDE looking like windows 9x
I like that one, too. But now I want to see if I can make it look like Earthbound or FFVI. Lol

Corners should have spikes and other windows should close upon touching them!

I prefer this over rounded corners
Firefox designers in shambles over this comment
Firefox and their dancing sausages, man. (this requires you watch a firefox ad somehow. I watched one in discord to get my dopamine).
Sorry, in my life I want more bouba, less kiki
confirmations that all went well should be bouba
error messages should be kiki
As someone with an interest in UI design, I have to reluctantly admit that this is actually a solid idea.
Makes sense. Roundedness can already be used as a hierarchy, just expand the scale to pointy
Oh that's super neat!
That looks like it would not pass the CE safety certifications here in Europe anyway.
It makes me think of Asian culture in Western comics for some reason.
maybe because of these roofs?

Windows XP UI, where everything looked like a plastic children's toy.
Let’s go back to early 2000s Visual Basic UI
I want to bleed when I use my iPad.
And circles! Why aren't they putting everything in circles on a webpage?
Because circles look bad at low resolutions.
There's always .svg files.
svg files don't care about screen resolutions.
