Increased testosterone is correlated with higher aggression and increased sexual desire. So he isn't wrong in warning if the DOD increases the average T level of military personnel, higher sexual aggression may result.

That's pretty clearly not what hes implying, just that men taking testosterone are going to have better performance sexually. Saying someone is an animal in bed is a common expression, it doesn't mean they're a rapist it just means they're passionate/energetic/powerful, it's meant as a compliment.
