Yup, dacks are pants. To dack someone is to pull their pants down (like the nasty school prank, see also pantsing). Sweatpants are part of a tracksuit, hence tracky-dacks.
It's not just a bit of nonsense tho, trackies is tracksuit (trousers), and dacks has been another word for trousers/ pants since way before trackies were invented.

I would add, 'dacks' is a bit more specifically closer to 'undies', at least in my area.
And track pants are also called Trackies.
