To expand on the other reply, this is very much a violation of official US flag code. However, under our constitution, the flag code is in no way legally enforceable on civilians. The only consequences of this would be social, and since most people aren't aware of or don't care about official flag code, no trouble will likely result.

No, they won't get in trouble. There are no laws dictating the treatment of flags, except the very important freedom allowing it to be burnt as political speech. There are people who might get upset, but that's the most of it

Yeah, I think they're thinking of the military, where the rules are much more strict.
