Do we know the story behind this, this has to be some type of like petting zoo kind of thing, because even the most docile Ducks fed by people everyday won't let you just grab them. My dog loves to make him scatter.

I don’t know about in other places, but where I live if you see a domestic somebody dumped in a park you are free to take it home. Years ago when I lived on a farmstead and had the means to care for them I ended up with a decent little flock of freebies.
