Well there's always cicadas during off years, just not the big brood ones. But it was very buzzy compared to most months. Anyway it's night so it was definitely there for lamp.
Cicadas' eyes are more to the sides of their heads than that.

Looks like it could be a straggler cicada since there isn’t expected any major brood cycles.
