According to South Park Fractured but Whole game, the difficulty settling is tied to the color of your skin.

You have to delete your current character and restart the game unfortunately. Make sure when you select background you choose...

  • Skin Color: White
  • Gender: Male
  • Parents: Politician, Actor, or Oil/Rare Mineral Baron
  • Background: Trust Fund Baby
  • Starter Location: Any Capitalist, this let's you exploit the game mechanics
  • Sexual Preference: CIS
  • Religion: Christian

Be sure when you select stats to max out Charisma. The rest don't really matter, you can leave Intelligence low but make sure it's at least 1 so you can speak.

seriously though, your ancestors chose the difficulty level for your life with wherever they migrated (and if you go far enough back in history, everyone migrated). the most important choice one can (hypothetically) make is where to live. i recognize that's not a choice that most people can practically make though.
