Yeah Seneca Village wasn't on the waterfront, it was right in the middle of the island. Plus, if you put a park on the waterfront, then the poors can enjoy the space without letting the wealthy monopolize it.

Do they have a reason for thinking it should be along the river?

I am a big fan of well dispersed and easily accessible green spaces distributed among cities for lots of reasons and am not sure I see the original intent.
