So how would he do this. Congress writes the legislation that legalizes sanctions. To work around this he would once again have to declare a state of emergency stating that Russia is directly impacting the U.S. foreign policy or some junk. Which... They have been bombing Ukraine for 3+ years. How is it an emergency now, but wasn't in January.
