In this case, regular people (in theory) sharing memes isn't really propaganda if they believe in the cause. Even if they aren't willing to act.

Men are considered inately useless & expendible. So their deaths not only do not matter to society, but it's also justified

The point is men tend to start revolutions when given hard times, so it's best to march them into a meat grinder before they get the chance.
That's one reason Russia is OK with their losses, those are mostly minorities from less loyal districts, not True Russians (ie Moscovites).

I think the allies did a pretty good thing by fighting fascism and the nazis
