He excluded Smartphones because Apple (who donated to his campaign) asked for it, I think they've realized they could just straight up ask him to tariff their competition away.
What competition does Apple have that still has a tariff? I'm a little surprised he didn't just come out and EO a program where any company that contributes X amount of dollars is exempt. Make Samsung pay also.

Its obvious here. He threatens corporations who dont submit to the regime. If you play ball then he undoes it. This is all consolidation of his illusion of power. I say illusionn because these people live in a state of Mind that most of us will fortunately never experience. .
