As someone who's worked for several years in higher ed IT and used Linux during my studies, this'll only get you most of the way there. Unfortunately some proctoring software (Respondus Lockdown Browser comes to mind) can be incredibly invasive, and to my knowledge will refuses to run in a VM.
Instructors also have a tendency of not disclosing during registration whether or not they use these proctoring softwares.
I'm lucky enough that by the time I was all-in on Linux, I wasn't taking courses that used that exam model, but it's why I make sure that the helpdesk at my current institution offers loaner devices to students who either have computers incapable of running the proctoring software, or who simply don't want that kind of software on their own machine. It's a pain in the ass to work with, but apparently it's enshrined in our faculty's union contract.

Samsung and others OEMs have little incentive to collaborate with privacy-oriented roms because a large part of their business models depend on the surveillance baked into their technology. They're only interested in security as far as it frees them from liability, or can be used as worthwhile PR. They might not be based out of the US or China, but they do still operate in said countries and are all too happy to comply with data or unlock requests.

I use Debian as my daily driver and am disappointed to see that the best-supported devices under Mobian within my budget are the Pinephone (which has shockingly low specs) or the Pinephone Pro (recently discontinued, no longer sold. Also had poor specs).
I was toying with was getting an SBC with an LTE/5G hat & 7in touch screen, plugging it into a portable battery, and 3d printing a case for it.
Fairphone with PostMarketOS seems more practical.
