Your kernel is too new. The exploit page is a bit sensationalist as there is indeed a fix that's been committed to the mainline kernels as of 1 April.

As an overseas Canadian with elderly parents in Canada in a tornado prone region, I'd love to be able to receive these alerts for my parent's location to pass them on, but unfortunately they are tied to mechanisms unavailable outside Canada. Are there any options here?
Ie, WeatherCan is unavailable to anyone that doesn't have their play store region set to Canada.
