I thought that both Ios and android will kill apps that are in the background after some time. Also there are apps that can start automatically in the background when the phone is started like google images which uploads pictures. Why wouldnt a malicious app hook into the same place?

I have several questions and concerns. 1) we have no real weapons on board, how should I do it quickly? 2) i am in the vessel with some family members, I think these might not be the best options, what's the most ethical way to choose who to kill, how low should the supply be before we kill the first one?

Sure you need special equipment to terminate, and you could hire someone to do it in a few hours after you have put the wires in the wall. Intuitively I would imagine that it costs less than the hundreds of meters of expensive wire you would have to buy for a house wired with Cat7 ...
