Is it a type of longhorn beetle?

Pretty, but bitey. Any bug-lovers know what causes the striations of the eye, or if that affects vision in any way?

Hello! Found this little creature in one of the elevators in my apartment building. Never seen one before, I love that the wings look so much like feathers. My immediate guess is a moth of some kind, but I'm not knowledgeable enough to be certain. Any idea what it might be?
I let it crawl onto my hand and left it on a leaf outside, always happy to help even the smallest friends!

iNaturalist calls it Therium circumflexum, but I have never seen such a cool critter before. Looks like a wasp and a dragonfly got married
