surprisingly enough, police don’t shoot at armed protestors in the us. but for some reason protesting groups make being unarmed a requirement, and if you show up armed, they other you and work with police to get you removed

In France (and in the civilized world at large) there are levels of escalation in policing, here is a great example. The US however as I understand it has two levels: eating donut ---> opening fire. For some reason the US is slightly dysfunctional, apparently.
This is an element I appreciated of the WatchDogs games. If you escalate methods slowly, the fascist security forces do the same. So if you use baton strikes, they act the same way, and aim for an arrest that won’t kill off your unnamed character. It’s mostly a way to prefer stealth, since that stays nonlethal and silent. But in an emergency if you start shooting, they shoot back.
There’s also some bits of karma to pre-escalation on their side; 3 guards guarding an entryway is tricky to get through. 3 guards backed up by a giant machine gun turret is actually easier since it’s just a button press.
