his dog is insane, but i let her out twice she down there in the cage now and he didn't bring her a bed or a single toy, just a bone

I have a similar neighbor with a dog. Leaves it out all day, lets it run in the street, and just doesn't give a fuck.
We've snuck her in the house a few times to bathe her and get out of the rain.

I had a cocker spaniel who would get so excited that her tail would hit the wall repeatedly. There was a line of blood at dog height all around the house.
Her tail was cropped for her own health and safety.
