the character is small potatoes when it comes to fictional villainy, but Pierce Hawthorne played by Chevy Chase in the show "Community" immediately came to mind

As much as Rogan annoys me, I encountered his character on NewsRadio before I encountered him on the podcast. He was supposed to be a blunt object to contrast the others' as radio personalities, businesspeople, and reporters.

Not strictly fiction but the David Simon show We Own This City details the (criminal) actions of the Baltimore Police Gun Trace Task Force and their leader Wayne Jenkins played by Jon Bernthal who's main take away from playing the character was the he was basically decent and frequently expressed admiration for the character. He's also a vocal supporter of the IDF and a Blue Lives Matter activist.

unsurprising, though if 80% of my roles were cop related I would probably be blue lives too. for my own safety.
