If you wanted to depress the beef market this is a good way to do it. Whether the tainted meat makes it into America or not the suspicion of tainted meat will have consumers reducing or all out stop buying beef, at least for a while.
This math doesn't compute. 22 tons is 44000 pounds, not 660 million pounds. Even if it were 44000 tons, that's still only 88 million pounds, which is just over 13% of what the tweet claims.
No idea if the tweet's numbers are actually true or where they're from, but I'd assume that rejected shipment gets destroyed and that it isn't the only low-grade beef Argentina has for export.

Wouldn’t this mean the original shipment from a few months ago that was routed was just 22 tons?

Whether or not any or all of that meat will be imported from said farms or regions, has not been specified as far as I’m aware.
