It's been a while, but I think in the original Dracula novel, he boarded a ship and sailed (maybe with his coffin and dirt?) to England. So maybe they can in a ship? Or, much more likely, it depends on the specific vampire lore.

You are correct, he sailed to the northern English town of Whitby, which now has a number of Dracula-themed tourist attractions (and an annual goth festival) as a result.

According to the Hellsing Ultimate ruleset they can if they smash into a boat with a Blackbird first. That's the ruleset I'll go off of.

If we’re going by Stoker’s rules, they can, but can only leave the ship for land at certain parts of the tide.

How do you define "moving water"? Even a puddle is going to have little convection currents going.
