What if we just stopped started throwing plastic out?
Much of the plastic "collected" for recycling is neatly gathered and then thrown in the nearest clean ocean or wherever it is out of sight, hurting animals, polluting nature, and even us when you zoom out and look at the big picture.
So my question is, why not put it where it's most inconvenient? Where it hurts businesses and government bodies? Where it's so bad they can't ignore it? They'd have no choice but to ban it or heavily regulate it.
Walmart entrances blocked by several dozen emptied bags of plastic garbage, seriously what are they gonna do about it?
Streets full of old tires? Seriously what would they do? Tell us not to throw plastic out? And "please please put it in the garbage instead," where it collects in trash islands?

They'll just throw it out themselves. And, use their cameras to track down who did it. And, the cops will show up, break down your door, kill your dog, and possibly even shoot you for resisting.

As we all know, cameras are made of titanium kryptonite, complete with deadly lazers that turn you into ash the moment they detect a bag of plastic. My bad I didn't think of that. Too bad they cover every inch of the world. Damn.
Nah, it can be done basically anywhere, wherever they organize their resources or efforts to stop people from trashing them, we would simply move to a different location, they will be spread far too thin to counter the efforts, we would easily cause thousands in damage, just think of what you could do with something as simple as a few kilos of melted HDPE
Probably call some garbage men and have it removed, then installing some security cameras.
Repeatedly calling and reporting enormous amounts of trash all over the premise that takes thousands in fees to clean and hours to finish? Splendid. Sounds like it's working.

Since your entire premise about recycling collection being dumped in the ocean is complete nonsense, none of the rest matters.
How is it nonsense? Lol if it was nonsense, we wouldn't have to throw heaps of trash around, not to mention a country-wide ban or heavy restrictions on plastics is far much more effective at reducing pollution than recycling, which for the record. You dumbass, are only at most about 80% recycled, "at most" meaning that it normally and often does get discarded at rates of 50% if not much more. This is also the "reported" recycled materials, I wouldn't be at all surprised if they were lying, would not be the first time.
This isn't even getting into garbage disposed plastics.
Maybe don't do what I'm suggesting if you live in like, I don't know, Germany or South Korea.

Some of the plastic gets recycled for real, and some gets burned in a very controlled process, and they sell the heat and the electricity from it.
