Yes Musk has a very long record of not paying people until they eventually sue him. This isn't a new thing, this has been a kind of lifelong thing of Musk's.

I had this happen with a Fox News host that lives near us. We rented out a piece of equipment to them they needed and they wouldn't pay until we threatened to sue. They eventually did this to everyone, so even if you figured out which host, you wouldn't know who I am.

Driving the contractor firm to the brink of desperation improves their bargaining power because the guy has to choose to either 1) continue to not be paid or 2) have his employees starve for a bit longer, probably quitting en masse when he can't pay them.

Then SpaceX can just plop down launchpads by themselves because they have a whatever-you-call-that. A spin-out? A contracting division with expertise in spacepad construction.
