He's wrong. As long as there's an "AI race", everybody loses, including the supposed "winners".
"It's a pants-shitting contest and everybody's winning" as Ed Zitron said in a podcast recently.
There is no race. LLMs are not AI and can never be intelligent, only look intelligent.
