Do the pedals even clear the ground?

Good question. I can't figure out what the heck this thing is. Most people's knees would be hitting the handlebars constantly.

I think it's just broken, with a bend in the bottom tube right near the crank.

It's definitely bent, lower bar is bent just above the crank, also the two thinner tubes above the lower bar should be welded to the tube holding the saddle but are now almost touching the rear wheel. If you'd sit on this, chances are it'll break in half.

The two thinner tubes should be connected to the rear dropouts as a third set of stays. (Classic mixte frame) These dropouts look to be from a different bike, so someone just chopped them off.

I agree, looks like a bad design. Someone that was overweight probably hit a curb on it or something

I suspect it's two separate bikes welded together. The wheel sizes are different front and back.

The back and front seem to be from 2 different bikes, with different size wheels. Front was a mixte and the twin tubes were chopped off when it was welded to the back, which seems to be from a single speed cruiser type bike. The downtube of the mixte was bent near the bottom bracket to make it fit.

It's a mess, whatever it is.

How fast were they going when they hit whatever they hit?

LOL I don't think it's two separate frames welded together, I think it's just bent and possibly welded again. It looks to me like the upper set of tubes should be welded to the side of the seat post, but they're broken off.

A while back, I started a Just Riding Along community for fun things like this (I know we're not so busy here that it really has to be split out, but I figured there were plenty of people who wouldn't be interested). Which reminds me, I have another contribution from Facebook, if I can find it.

Also we have a frame in the shop right now where the owner claims that it broke overnight. He said he washed it one evening and it was fine, then the next day, he went to ride it, heard creaking, and he discovered that the chain stay was cracked in two places. I'll get a picture Tuesday.
