Everything is an emergency because it allows them to abuse laws and regulations that are supposed to be reserved for actual emergencies.

Metadata can be used to get warrants for wiretaps or messaging records.
They can use signal strengths to triangulate locations.
Basically everything other than the actual conversation itself for modern protocols. But it can force devices to use older, compromised, protocols as well.
