The kickback is also much less than NY pays in taxes to the state, FWIW. So it's totally plausible that could be renewed, although they also have much more time to find more savings and revenue. It's very impressive to have tidied up that budget this dramatically this quickly, while making positive changes and fulfilling his campaign promises.

Yeah, in effect it's basically like a tax break. New York State is definitely still profiting off NYC, and NYC is the crown jewel of New York State, so it isn't ridiculous to contribute some money to help them prosper.
Can't guarantee it forever, but Mamdani's government only had a few months or so to find 12 billion dollars (IIRC, these numbers still coming from my memory) in their budget. They found 9 billion and the State agreed to cover 3. Even if they can't negotiate this with the state again, they now have until the budget renews to find another 3 billion. I wouldn't expect Mamdani's government to ever have to run a deficit with the progress they've made so far.
