These bins blowing over has been a persistent issue on the lakefront
Now that the warmer weather is here, this trash is going to be blown all over the parks. These plastic bins can still be used, but we need steel cables and carabiners to tether them to posts. The amount of work it takes people to pick up the scattered trash is far more than it would take to tether these properly with a clip. I've seen these bins completely full get blown over by the wind, trash directly blown into the lake.
If you have any other ideas as to how to solve this please mention it. Another part of the solution is ensuring the bins are placed in more beneficial locations.

Why aren't they proper concrete receptacles?
I really wonder that as well. It's something that needs to be talked about. I think realistically those are more expensive up front. The thing is that it doesn't cost the Chicago Parks Department anything any time a bin blows over and trash goes into the lake, which is a part of the problem.
I looked those up, they're over $500 each and can't be moved. That's probably why.

This is the cheapest solution I think would work, but ideally we'd get more permanent trash bins installed which would cost much more.
Basically you just buy this and go around tethering them to posts. The main issue I predict is that it would slip down, so you'd need something to fasten it to the post as well like a hose clamp or something else really cheap.
