Have they gotten better at testing or have they gotten better at hiding doping?
They hold samples indefinitely and will retroactively test samples when new methods are uncovered.

My first thought was "oh, I wonder what new performance enhancing drug has been discovered"
Or "did they give up on testing all together"?
And "did they learn to hide it well"?

Yes and no. They participated as athletes without Russian flag or anthem, although the were an official Russian team at the Paralympics, IIRC. The IOC is anything but consequent.

in addition to new doping substances like other commenters said, let's not forget about good old fashion bribery.
since the usa with not provide any anti-corruption support to anyone anywhere for at least several more years, the other countries' funding is stretched thinner.
I wonder what would happen if everybody failed the doping tests. Would they cancel the Olympics or would they have a special doped out Olympics instead?

While I don’t have much trust in WADA, they are ostensibly still testing for banned substances.
