They hold samples indefinitely and will retroactively test samples when new methods are uncovered.

The Russian national teams are banned from the games iirc

Yes and no. They participated as athletes without Russian flag or anthem, although the were an official Russian team at the Paralympics, IIRC. The IOC is anything but consequent.

in addition to new doping substances like other commenters said, let's not forget about good old fashion bribery.

since the usa with not provide any anti-corruption support to anyone anywhere for at least several more years, the other countries' funding is stretched thinner.

I wonder what would happen if everybody failed the doping tests. Would they cancel the Olympics or would they have a special doped out Olympics instead?

More than 3,000 samples were collected from almost 2,000 athletes during February's Winter Olympic Games in Milan-Cortina, Italy, and no anti-doping rule violations have been reported.

While I don’t have much trust in WADA, they are ostensibly still testing for banned substances.
