There are many places where signals and speed limits are treated as light suggestions, the law only matters if it's enforced and rules made in support of some safety or cooperation. Places where speeding is only enforced at more reckless ~15kph above the limit and over, or signal lights aren't enforced if there's no pedestrians or cross traffic. Maybe it's degrees of domestication, or greater safety to break the rules if car jackings are common in an area
